SATERN—the
System for Administration, Training, and Educational Resources for NASA—is
an Agencywide e-Training effort now being implemented in a three-phased
approach by the Agency. As an e-Government initiative, SATERN supports the
President's Management Agenda for improving the Government's
responsiveness to citizens and efficiency of operations. As such, NASA, as
well as all Federal agencies, are required by the Office of Management and
Budget and the Office of Personnel Management to participate in this
initiative.
SATERN is expected to improve Agency services and save taxpayer
dollars by consolidating NASA's multiple learning systems: AdminSTAR—the
training administration system and Site for On-line Learning and Resources
(SOLAR)—the
online custom content software; and will also provide complete on-line
registration functionality.
SATERN will provide all NASA employees with easy-to-use, one-stop,
online access to training information. The system will enable employees to
view course offerings directly from their desktops, enroll in courses,
schedule training, and view their individual training history. In later
agency phased-in approaches, Individual Development Plans (IDP's) and
competency management will be an integral part of SATERN to develop
present and future employees of NASA.
When employees use SATERN to register for courses, SATERN will process all
approvals on-line, eliminating the need for most paper documents to be
forwarded from one office to the next. SATERN will also generate emails to
employees and their supervisors as to their employee's status within the
course registration process.
As well as course offerings at each NASA center, on-line registration will
also be available for agencywide courses and programs.
