Leadership & Management Development

Launching into Leadership Program is designed for NASA Headquarters  leaders and managers who want to take advantage of opportunities to improve their impact within NASA as well as enhance individual business performance.

The program is centered on the constructs of the competencies identified in the NASA Leadership Model and the Office of Personnel Management’s Executive Core Qualifications (ECQ’s).  The program is particularly designed to leverage and build upon the skills of employees who have the greatest potential for impacting NASA’s performance.  This goal aligns with the NASA SES Evaluation factors and Criteria.

 
Criteria For Consideration 
In order for your nomination to be considered for Central funding through the Headquarters Corporate Training Office, the following criteria must be met:
  1. The selected Leadership & Management Development training course or program must have a dollar value between $2500 and $7500.
  2. The developmental opportunity must link to one of the six competency areas in the NASA Leadership Model or the Office of Personnel Management’s Executive Core Qualifications (ECQ’s). 
    • The NASA Leadership Model was developed to ensure that NASA’s leadership and management development areas are aligned with the requirements of the NASA Strategic Plan and Strategic Management System.  
    • The Office of Personnel Management’s Executive Core Qualifications (ECQ’s) define the competencies and characteristics needed to build a Federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQ’s are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. 
  3. The developmental opportunity must relate to the employee’s career goals and/or performance work area.
  4. The developmental opportunity must have an intended impact on the employee’s organizational performance and/or customer service areas. 
  5. The immediate supervisor must endorse the employee’s participation in the developmental program and describe how it supports the organization’s strategic direction and/or the Agency's strategic direction.  The supervisor’s endorsement must also indicate what the supervisor believes to be the employee’s strengths and management or leadership potential.
  6. The Official-in-Charge of the organization must endorse the employee’s nomination.

Program Funding
All training related fees will be covered by the Headquarters Corporate Training Office and will not be charged to the nominee’s Office training allocation (many programs include lodging and meals in the program tuition).  However, all travel costs will be the responsibility of the nominee’s Office. 
 
Nomination Process
If you are a NASA Headquarters civil servant, and you are interested in centrally funding your leadership and management development activity through the Headquarters Corporate Training Office, please follow the procedure as outlined below:

  1. Complete the Headquarters Corporate Leadership & Management Development Activity Nomination Form and the Request for Training (NF-1735).
  2. Submit nominations at least 30 days in advance of the activity.
  3. Nominations will be subject to an internal review and approval by the HQ Corporate Training Office in order to validate that all criteria are met and funds are available.
  4. If all criteria are not met or funds are not available, the organization will be given the option to have their Office fund the activity.
  5. The nominee will be notified by the HQ Corporate Training Office of approval status within five business days of receipt of all completed documentation.
  6. If approved, the nominee will be required to complete an activity evaluation instrument after program completion.

Nomination Deadline and Submission Requirements
This is a rolling process. Nominations are accepted at any time according to the guidelines outlined in the procedures. Nominations must be received at least thirty days (30) days prior to the activity.
